Lisa Gates: Director of the Office of Financial Empowerment
Lisa Gates is the Director of the City of St. Louis Treasurer’s Office of Financial Empowerment (OFE). She leads the OFE in its mission to improve the quality of life of our citizens through financial literacy, educational programming, financial counseling services and support resources, primarily through developing collaborative partnerships with local financial institutions and nonprofit organizations. Prior to joining the Treasurer’s Office, Lisa spent 15 years in the banking industry, focused on community outreach and financial education. Lisa also serves on many local boards and is a member of the St. Louis Regional Unbanked Task Force Steering Committee and the Urban League of Metro St Louis. She is also the local coordinator for the Consumer Federation of America St. Louis Saves/America Saves campaign.
Barbara Graham: College Kids Savings Account Coordinator
Barbara Graham is the College Kids Savings Account Coordinator for the Office of Financial Empowerment for the City of St. Louis. Ms. Graham strives for productive relationships with partners, parents, and other stakeholders, and develops innovative engagement and sustainable fundraising partnerships to ensure programmatic success. Prior to her position at OFE, Ms. Graham served as the 2nd Ward Neighborhood Improvement Specialist (NIS). Acting as a liaison between residents and the city, Ms. Graham addressed physical, behavioral, and quality of life issues in collaboration with the Alderperson, neighborhood organizations, Police Districts, and other city departments. Previously, Ms. Graham served as the Social Services Coordinator with Fathers’ Support Center, managing social workers and facilitators and focusing on coaching and team development to achieve individual and agency goals. Ms. Graham holds a Bachelor of Social Work degree from the University of Missouri-St. Louis.
Reginald Garth: Operation Hope Financial Wellbeing Coach
Reginald Garth is the Operation HOPE Financial Wellbeing Coach for the Office of Financial Empowerment. Reginald has over combined 13 years’ experience in consumer banking, insurance, and wealth management, working with clients’ personal accounts, trusts, and estates. Prior to joining OFE/Operation HOPE, Reginald worked as a Client Services Representative with Wells Fargo Advisors. He is completing his Bachelor’s in Behavioral Psychology with Southern New Hampshire University.
