Lisa Gates: Director of the Office of Financial Empowerment
Lisa Gates is the Director of the City of St. Louis Treasurer’s Office of Financial Empowerment (OFE). She leads the OFE in its mission to improve the quality of life of our citizens through financial literacy, educational programming, financial counseling services and support resources, primarily through developing collaborative partnerships with local financial institutions and nonprofit organizations. Prior to joining the Treasurer’s Office, Lisa spent 15 years in the banking industry, focused on community outreach and financial education. Lisa also serves on many local boards and is a member of the St. Louis Regional Unbanked Task Force Steering Committee and the Urban League of Metro St Louis. She is also the local coordinator for the Consumer Federation of America St. Louis Saves/America Saves campaign.
Ellen O'Neill: College Kids Savings Account Coordinator
Ellen O’Neill is the College Kids Savings Account Coordinator for the Office of Financial Empowerment for the City of St. Louis. Prior to her position at OFE, Ms. O’Neill served as a Project Manager for the Center for Social Development. Ms. O’Neill received her Master of Social Work degree in 2017 from the Brown School of Social Work at Washington University in St. Louis. During her time at the Brown School, Ms. O’Neill served on the Community Development Policy team at the Federal Reserve Bank of St. Louis, where she devised and conducted a Community Based System Dynamics study of underserved and unbanked communities. Additionally, Ms. O’Neill has worked closely with Prosperity Connection, focusing on issues of financial health and well-being for underserved populations. Ms. O’Neill also holds a bachelor’s degree in Human Service Studies from Elon University in North Carolina.
